Francis Rawdon Chesney signed partial letter. The letter has been clipped in half. Chesney mentions "the Sultan". The Sultan of Arabia was a crucial ally in Chesney's Euphrates Expedition, which resulted in the creation of the Suez Canal, so this letter may have been sent while Chesney was on the expedition.
The paragraph reads: "I have received the final telegram that our ? have been signed by the Sultan therefore there is plenty of work before me."
